You can choose any of these colleges as they are one of the prestigious college in India.
I would say go according to your interest as what you like most Chemical Branch or ECE Branch.
I had mentioned the placement record for these branches of the respective institutions, hope it helps you;
NIT SURATHKAL
Chemical Engineering The percentage of students who got placed was around 93%. The highest package offered is about INR 40 Lacs per annum and the least will be around INR 10 lacs per annum. Top companies like ONGC, pharmaceutical chemicals, etc. came for placements.
NIT DURGAPUR
Electronics and Communication Engineering
Nearly 72 percent placed in this course. The highest package is Rs 42 LPA. The lowest package is Rs 5 LPA. Average package Rs 8 LPA. Top Recruiting company were Microsoft, Amazon, wells Fargo, Qualcomm.

as you mentioned your jee rank is 1387 and you belong to obc category
as your rank is good
so you have a chance to get nit surathkal so for this you need to appear for jossa counseling and fill your college preferances wisely and put the nit surathkal in top so you will get it

The college had a big name already and it lived by it. It provided a campus considering the comfort of the students incorporating all the necessary facilities like the labs for the science and libraries.
Could be better. Hostels are old. Cleanliness could be improved. People are nice. Staff is decent. They try to do their best but they struggle to accomplish the same. No hot water. Lot of bee hives and I've been bit multiple times. Food is nice.
The course is divided into six trimesters , with three trimesters in each year . The evaluation is based on two components : 50 marks for internal components comprising assignments and presentations , and 50 marks for the end of the semester exam .
