As your rank is 13270, you have less chance of getting B.Tech ECE in IIIT Allahabad. But, yuou can get admission there for the 5 year Integrated M.Tech, ECE + Bio-Medical engg. the cutoff is around 14000.

I would suggest  you should check out previous year cut offs, so that you can get a better idea regarding the same.

You can then set your target work accordingly towards it with all right and smart preparation.
