Yes, you have scored above 50 percentage in class 12th, so you can easily apply to BIT Sindri for btech programme. But you need to qualify jee exam with their college's cutoffs range as jeece exams have been cancelled.

If 66k is your obc category rank then unfortunately your chances to get into bit sindri is very low.

The leat seat is given by the production branch and too doesn't gi too far like 66k hence the chances are very less. You might get into the spot

It is clearly mentioned in college prospectus that other state students are not eligible to take admission so you can't take admission in BIT SINDRI as it is only for  Jharkhand domicile students.
