With this rank it will be very difficult for you to get a seat even in CSAB rounds of counselling. Your rank is very high for that. But with this rank you can try private engineering colleges and also you can try for state level counselling . But

There are chances of getting seat at 3.5k but not the streams like CS and IT you can diffinately opt for the branches like textile , chemical etc.

And I'm talking while seeing the 2019 cut-off

With the sc reservation I feel.you diffinately get college at this rank

HI. North-eastern NITs are considered to be the lowest ranked NITs. So going for biotechnology(which is a lower branch) at the lower NITs is not recommended by anyone. But if you want the NIT tag, then you can definitely go there. Try to change your branch by the end of

In csab eligibility criteria2020 for domicile certificate,the details showing the candidates should be from one of the North east states or union territories. Is this true. Because I am from karnataka.

CSAB ( Central Seat Allocation Board ) sets up its counselling to provide seats to the students which remains vacant after JOSAA Counselling. This counselling also has an eligibility criteria. To sit in this counselling you must have to fulfill that criteria.
