Yes you would be definitely eligible to participate in the MCC all India counselling even if you have registered for any state counselling. Actually any candidate who has appeared for the neet examination and has cleared the cutoffs can participate in counselling irrespective of their ranks. However in case of state counselling one needs to be fulfill different sets of criteria as defined by the state authorities.

General 50th percentile 720-138
SC/ST/OBC 40th percentile 137-108
General-PwD 45th percentile 137-122
SC/ST/OBC-PwD 40th percentile 121-108

However with the marks of 147 in NEET and also belonging to the SC category, the chances of getting a seat in the government medical colleges is not at all possible.
