With 3000 GEN rank it is impossible to get IET, Lucknow. You can get AKGEC, KIET, JSS college with this rank. All of them are very good colleges with good placement record. 

You have almost no chance of getting IET.

the college is govt and has approved by AICTCE and the fee is conisderbly low and its a good college as well

The category wise UPSEE minimum qualifying percentage for general category is 25% as you must be aware of. There are chances that you might get admission here. But you can be cent percent sure when the college cutoffs are announced. It will be announced shortly,keep checking on the

your question is not clear as you've mentioned that you have 5th rank in the BCHC. but as far as i can make from the above question that you want admission in IET or BIET.

for IET, the round 3 for general open at 3K rank and branch

See, between IET and KNIT I would recommend IET because the location of KNIT is very bad as such, almost no company visits the campus for placements.
