If you want to take a drop year and prepare for a better college or join any lower tier college this year is and should be entirely your decision and let no one else take this decision for you.
However, how others as well as me (here) can help you is provide you with the pros and cons of the dilemma you're undergoing.
Now, to begin with your JEE percentile might not allow you to take admission in any of the top-tier colleges.
TRUE , but unlike many other aspirants you are clear in your goals that you want to pursue a career in CSE.
Most of us prefer top tier colleges just to be around the best brains and majorly to develop a perspective in life which may not be the case with you. Also a good score in JEE will not get you anywhere in life other than a good college, wherein also, your efforts will build your future.
Also, I would like to add, in the software industry your skills are given more preference to the college you've done your graduation from and it often happens that students from a lower tier college ends up getting more paid.
This being said, it is also true, that a top tier college gives you peers being around whom helps you develop and hone your skills in a symbiotic manner and this makes you a better person in life. Not to forget the alumni network you become a part of, might also come in handy in several occasions.
Also resume shortlisting may have some effect over others (belonging from a lower tier college), but do remember its your skills that you develop in these 4 years or over time that will take you further in life.
Now, its entirely your decision what you want to do. You know yourself better than anyone else and therefore do retrospect and come out with the most logical decision you feel is correct.

B.Tech counselling involves numerous rounds and hence the candidates are provided with the options of Slide/ Freeze/ Float so that to properly distribute and allot the seat among various categories and streams in various institutions.
Float option provides you the option of getting a better seat than the previously Alloted seat only incase, the Seats are available in Higher-ranked institutions. If you do not get any better seat, then you have to take admission only in the alloted seat.

My suggestion would be to go for colleges like MAIT /MSIT/BVP or better ones if you are getting this on the basis of your merit. Otherwise, it is a really good option when compared to colleges in Sonepat and ahead like BMIT, SBIT etc. or the ones or the ones in Noida like GL Bajaj or Galgotia University and other similar private universities like Manav rachna.

According to your rank the colleges you can get is Ambedkar Institute of Advanced Communication Technologies and Research, Geeta Colony, Delhi – 110092, try in these as other colleges have high ranks.

Good points:-
College is running in it’s 15th year. Getting a GGSIPU degree, IT labs are really good. Infrastructure otherwise is okayish. Companies like Nucleus Software, Infosys Ltd., Genpact- BPO visited the campus last year. People have been getting placed in companies like HP, HCL, Dell, IBM, TCS, CTS, Paytm, Landys and gear etc. in off campus drives. Lecturers are good. You just have to study to get good marks- no boot licking is required.
Negative points -
Location is not really good, but one gets used to it in some time. College buses are in a plenty to compensate for the same. Having said that it is still one of the least sought after colleges in IPU.

If you have just completed your higher secondary school, and you are dreaming about your college of having huge campus or environment like Delhi University colleges. Then kindly wake up, because in HMRITM you will feel bad coz you have expected really high.
First of all if you are getting admission in this college on the basis of your rank in the entrance examination, then you should be thankful to the college. Because you would have landed in colleges like DTC, MVSIT, etc.
Then only problem with this college is it’s location, but to overcome that college buses are available(at a cost of around extra INR 25k/annum).
Coming to the placements part, (I would say the placements are avg.) students have been placed in companies like Infosys, TCS, IBM,WIPRO, HCL, etc. You can surely grab a good package in on-campus or off-campus placements but the only condition is that you have to prepare yourself well for that.
In IPU, There is no provision for editing your personal information. If you have to edit some of the personal info, you have to reregister in the site
Discussing about college infrastructure, my college is in hamidpur (a village near narela or NIT delhi) it is near Village so the area around our college is a bit silent as there are no traffics or shops or cafes nearby leaving only 2 3 small cafes Our college provides many facilities we have sports facilities of cricket football volleyball badminton chess Table Tennis and athletics. College doesn't have it's hostel but some who wants to stay here only there are some pg's nearby our college on a walking distance.
The infrastructure is average and it is spread over a large area of land but the that area has not been utilised properly. The classrooms are well maintained and the library is huge in size. No hostel facility. Two big sports grounds and one beautiful amphitheatre. It has clean surroundings, experienced teachers and hygienic food. The laboratories are huge in size and equipped with necessary equipments.
College infrastructure is pretty good. The labs have necessary equipments and are well maintained. The classrooms are spacious. The college ground is not very big and the canteen is average. However, there is much greenery around the college and it feels somewhat refreshing.
