A rank of above one thousand always causes a major hindrance in the path of securing a chance of getting a seat in the college. You may wait till the third or fourth merit list if there is any of those merit lists to be put out by the university. You can have a better understanding via this link -

Based on the cutoffs of previous years, you can indeed get SVCE and SVEC with your rank.
Visit https://engineering.careers360.com/articles/ap-eamcet-cutoff to get information regarding the cutoffs of these and other different colleges in the previous years and shortlist the ones where you can admission with your rank. Having said that, I will also say that the cutoffs vary every year depending on the number of candidates, their rank, the number of seats available, etc.

The cutoff of svce cse for oc candidates is expected to be within 19303-27584.
The cutoff svec cse for oc candidates is expected to be within 11960-20089.
Now this can't be assured,as cutoffs may vary as it depends on number of factors like
1)no. Of students appeared for exam
2)difficulty level of question paper
