Both of the Branches and colleges are good you can choose either on of them if you had said IIT Bombay CSE vs IIT Tirupathi CSE then ofcourse IIT Bombay but you have chosen two very different branches then the best thing for you will be to choose

2. Ece is a better branch than metallurgy
3. Placements are better ar iit mumbai but metallurgy has an average placement.
