Hello student. Electrical engineering and mechanical engineering, both of them are totally different branches. Choose where your interest lies in.
Electrical engineering is the branch that deals with wires, electricity, boards, generation and transmission, distribution of electric power. Whereas mechanical engineering is a branch that deals with machinery like lathe, drilling machines and working parts such as screwdrivers etc.
So which is better depends on your choice. But when it comes to college, IIT bombay is better than Delhi. Here are the factors to consider:

Infrastructure and college life:
IIT bombay has a wonderful infrastructure with well equipped labs and classrooms. Hostels are pretty decent and nice environment is always maintained. You can see that the campus life is going to be really well. College life is good with the right kind of atmosphere given to the students who come from different places.
F culty and quality of education:
All the faculties are well qualified and experienced over here. And education, curriculum is made in such a way that students are made to acquire more hands on knowledge than just the theory. It is not just the books and classes. Focuses more on practical knowledge than the theoretical one. Education quality and the way guidance is given is really good.
Placements:
Placements are really good as many good companies visit this college. Most of the students gets placed and opportunities of internship is provided to the students from wide range of companies.

As of these branches are considered, I would suggest Civil Engineering. Civil Engineering is one of the core engineering branches and the placement record is definitely better than environmental branches. Job opportunities are very less for environmental branch out in the industry. Since IIT Delhi is an excellent college to study, it is a safer option also.

I suggest you to choose IIT Lucknow Computer science and artificial intelligence. Because there is good scope for Artificial intelligence in multiple disciplines like for building Machines in computer vision, voice recognition, home automation, game playing, expert systems and in many applications. And computer science Engineers has abundance of opportunities like Software Engineer, data scientist, web development, UI/UX design, Mobile application developer, front end web development, back end development, database programmer, full stack web developer. So the scope of both are on rise. Hence I suggest you to choose CS and AI, However it solely depends on your area of interest.

You didn't mention the course in which you want to pursue Masters from IIT Bombay.

The cutoff ranges different for different branches as you didn't mentioned any branch I would give an example of Chemical engineering. As you said that you are from OBC category the cutoff ranges for gender neutral is 1100 and for females it is 2363.
