As of these branches are considered, I would suggest Civil Engineering. Civil Engineering is one of the core engineering branches and the placement record is definitely better than environmental branches. Job opportunities are very less for environmental branch out in the industry. Since IIT Delhi is an excellent college to study, it is a safer option also.

I suggest you to choose IIT Lucknow Computer science and artificial intelligence. Because there is good scope for Artificial intelligence in multiple disciplines like for building Machines in computer vision, voice recognition, home automation, game playing, expert systems and in many applications. And computer science Engineers has abundance of opportunities like Software Engineer, data scientist, web development, UI/UX design, Mobile application developer, front end web development, back end development, database programmer, full stack web developer. So the scope of both are on rise. Hence I suggest you to choose CS and AI, However it solely depends on your area of interest.

If you have the choices to select from such good colleges it is always a tough competition as all colleges are at par and very well mainted and one of the best institutes in India.So you should go as per the below priority-
IIT Bombay,IIT Kharagpur,IIT Kanpur,IIT Madras (Chennai),IIT Delhi,IIT Roorkee,IIT Hyderabad,NIT Trichy,IIIT Hyderabad.

You didn't mention the course in which you want to pursue Masters from IIT Bombay.

The cutoff ranges different for different branches as you didn't mentioned any branch I would give an example of Chemical engineering. As you said that you are from OBC category the cutoff ranges for gender neutral is 1100 and for females it is 2363.

The authorities at the institute will release IIT JEE Advanced cutoff for IIT Bombay. The IIT Bombaycutoff is the minimum and maximum ranks that candidates need to secure to be eligible for admission in the institute. The cutoff of IIT Bombay is released as opening and closing ranks and candidates who secure ranks within the specified range can apply for admissions. The authorities will determine the IIT Bombay cutoff for Computer Science Engineering and other branches on the basis of various factors such as total number of candidates who applied for admissions, difficulty level of JEE Advanced etc..

If you are a general category student then you have to get very good rank must be under 1000 to get electrical branch in IIT Bombay . Now also the cut off depends on various factors like as difficulty level of exam , no. of students appearing etc. Now take a close look at the cut off analysis of IIT Bombay category wise and branch wise . All MTech students who have qualified GATE are eligible for stipend. The amount is according to the current AICTE or UGC policy .
The MHRD has increased the stipend for M.Tech and Ph.D. students recently.
Hence I will not be able to tell you about the exact amount,but there are also a number of perks available.
