According to the category rank you have mentioned in the question you cannot get any of the NITs or good IIITs as per previous year's cut-offs but yes I would suggest you to sit for some state counselling because in some of the state government colleges you can get admission on such ranks.
Note that the cut-offs are bound to change every year depending upon various factors.

The scholarships provided by IIIT, Jabalpur are as follows -
1. MCM - Merit-cum means scholarships - Given to undergraduate students who are exceptionally good at study. This is for all category people.
2. Institute Assistantship to Postgraduate Students

As per your question, as per your OBC rank of 60k chances to get any GFITs or good IIITs is very low. You can IIITs like :-
1) IIIT bhubaneshwar
2) IIIT dharwad
But these are not as good IIITs so you may go for any good private colleges at this rank where you can galvanise your future .

a)Indian Institute of Information Technology, b)International Institute of Information Technology
Again there are 2 types of Indian Institutes of Information Technology,
a) Fully funded by MHRD, Government of India. central government have 50% share and state government have 50% share. example IIIT Allahabad, Gwalior, Kanchipuram and Jabalpur.
b)Not for profit Public Private Partnership (PPP). These IIITs are funded by Central Government(50% share), State Government(35% share) and Industry Partners(15% share). examples are new IIITs like IIIT Srirangam, Kota, Lucknow, Sri City and many others newly opened IIITs.

Hello there,
IIIT Kurnool is a very new college. It started functioning at permanent campus from July 2018. Students and teachers of all the three branches are doing hardwork to build good reputation of this institute. Since it is new institute we have very less information about the college. Since it is new placement in this college is not so good.

A rank of 39979 in crl is a bit low of a rank. Due to the competition increasing by the minute everyday, the need for scoring higher marks and scores keep increasing more and more. Hence, unfortunately the top nits and IIITs would be tough to get into with this score. Also other Centrally Funded Technical Institutes ( CFTIs) such as the IITs also would be a bit tough. There might be some chances of you getting into newer NITs such as NIT Andhra Pradesh or NIT Pondicherry into courses that are relatively lesser in demand such as metallurgy.
However, since you have mentioned that you belong to the ews category, the chances of you getting into some some of these universities are a bit more. There are some other universities into which you have a good chance of getting into. Hence I would suggest you to apply for other universities. But due to the high competition it would be advisable to apply to other universities if you are not focused on any specific department.
