Your CRL is pretty low and keeping your category rank into consideration you may not get into any IIIT or NITs. But this data has been collected based on previous years' cutoffs and vary each year depending on a number of factors such as availability of seats, your percentile, etc.

A better perspective of the application process and fee could be given if you could mention the Category of Entry i.e. Undergraduate of Post Graduate entry into the institute so that further info can be provided on a clear basis.
As far as B.Tech Entry is considered you need to pay the registration fee via the SBI Collect portal so as to generate a receipt of payment which is to be uploaded during the Registration process after the Filling up of all the required details has been completed. you need to pay Rs. 1000 as part of the application Fee for the same

A rank of 214514 in CRL is a bit low of a rank. Due to the competition increasing by the minute everyday, the need for scoring higher marks and scores keep increasing more and more. Hence, unfortunately the top nits and IIITs would be tough to get into with this score. Also other Centrally Funded Technical Institutes ( CFTIs) such as the IITs also would be a bit tough. You might be able to get into computer science department into new NITs such as NIT Andhra Pradesh or NIT Pondicherry etc.
However, since you have mentioned that you belong to the gen category, the chances of you getting into some some of these universities are a bit tough. There are some other universities into which you have a good chance of getting into. Hence I would suggest you to apply for other universities. Computer Science Engineering is a course that is very much in demand and much sought after course and the chances are very low. But due to the high competition it would be advisable to apply to other universities if you are focused on the specific department.
