With this rank it is quite difficult to get any branch at any college among NIT's or IIIT's or GFTI's but if you are from home quota of some North-East or Northern NIT's or IIIT's then you have a good chance. Check their cutoffs if you are applicable.
I would suggest that bad rank in JEE mains is usually due to bad score in Board. If you are having such case then consider applying to the institutes which give admission only on JEE main score and not rank. Some of such institutes include:
1. IIIT Hyderabad
2. IIIT Bangalore
3. IIIT Bhubaneswar
4. Thapar University
5. LNMIIT
These are some really good institutions to opt for if you are having at least a good score in JEE mains.

Cutoff rank is the rank beyond which candidates are not given admission. It depends in a number of factors and hence is subjected to change every year. However, it is also true that the cutoff is similar more or less to previous year. The trend remains almost same. As you have obtained 35412 rank and the IIIT Vadodara cutoff last year was 40,000 there is high chance that you will get seat there. IIIT Raipur has declared cut off ranks & merit list for various courses to get admission in UG & PG programs this year and the cutoff will be determined based on the reservation categories and the seats availability.
The official data that has been released, shows that for CSE, for students in general category,
22k in 2019.
23k in 2018.
28k in 2017.
So I would assume around 20k will be quiet suffiecient for a candidate to get admission in IIIT Raipur with CSE.

see there is mnit jaipur, and IIIT kota where you have chances in home quota since you belongs to rajasthan , however there is separate closing score available for home state quota seat and all india quota. as per previous years closing score analysis you have no chances for mnit jaipur or iiit quota.
however you may apply for all india category seats in josaa counselling in other gftis or nits .

As you have mentioned that your category rank in OBC is 24000. Considering the previous years cutoffs you may have chances to get admission in lower NITs or IIITs. But if you are thinking for branches like CSE then it would be difficult. Any other branches you might get.

According to your rank you have very less chances of getting CSE branch in Nits/IIIts but you might get other good branches like IT/ECE. You might also get CSE in your home state Nit in special rounds of councelling using your state quota.
