According to the last year cutoff of various Nits and IIITs you can get some Nits and IIITs . But You can not get cse/it/ece because your rank is not good for these branches. If you really want such branches then you must go for CSAB counseling.

It will be quite difficult to get government engineering colleges with this rank. You should opt for private engineering colleges instead. According to your rank and category , you can try for some iiit's like pune , bhagalpur , una , surat , kalyani etc which have a lower cutoff , otherwise you can try for your home state nit also , as the cutoff is generally lower

getting IIIT campus with 20k rank will be difficult.  considering home state quota , if your rank is eligible for any non-technical branch then only there is chance.

for top demanding branch maximum cutoff goes upto 5k-6k.
