It depends upon your potential and how you can explore it.
In IITs you will find almost all branches of engineering but in most of the IIITs you will find CSE,IT and Electronics Engineering /Electrical & Electronics, etc.
Both IITs & IIITs are renowned institutes,but fact remains that preference of most of the aspirants go to IITs and one more important factor I should apprise that IITs are funded by Central Government whereas IIITs fall under the ambit of PPP(Public Private Partnership).
It is worth mentioning that IIIT Hyderabad is regarded as good as any IIT so far CSE is concerned.
After all it depends on you, If you work hard you can achieve success from any institutions but if you don't neither IIT nor IIIT can help.

With your rank and category it is difficult to get into any national and government aided colleges through JoSAA. I would suggest you to look for other state wise engineering entrance exams and other state level counselling that consider JEE Mains score. Some good colleges I would recommend are:

Hello Ravi. I hope you are doing well. You mentioned you belong to SC category and that you are interested to pursue Electronics and Communication Engineering from IIIT Bangalore. IIIT Bangalore offer only two courses - Integrated B.Tech. + M.Tech. in Computer Science and Engineering and Integrated B.Tech. + M.Tech. in Electronics and Communication Engineering.
In 2020, JEE Main Cutoff AIR for admission to ECE at IIIT Bangalore was around 9000 ; in 2019 , the same for admission to ECE was 10972 .
So, comparing the data mentioned above with your rank and percentile in JEE Main 2021, it is less likely for you to get admission at IIIT, Bangalore for pursuing ECE.

Admission on any Institute is based on factors like no. of students applying, no. of seats available etc. IIIT Bangalore holds it Councelling seperately. Since IIIT Bangalore is a private Institute so, It doesn't have any seperate Allotment for SC,ST or OBC Students. Following is the CRK Cutoff of IIIT Bangalore:

It is not mandatory but I have to submit the domicile certificate and caste validity certificate at the time of counselling for IIITs admission. As you are talking about your home State admission caste validity certificate if you have not got at the moment you can submit the receipt of application submitted by you for caste validity certificate and an undertaking in the court of law. SC ST candidate can have to get the caste certificate from the competent authority. After that candidate has to apply for caste validity certificate to the competent authority.

The category ranks are useless only in JAC Delhi counselling.
While in both JoSAA and CSAB counselling, to get admission in IITs, NITs, IIITs and other GFTIs. They first consider your category rank (if you have), then they consider your CRL. And of course, if you belongs to general category then your CRL rank is considered only as you don't have any category rank.
JoSSA considers CRL rank for admission in NIT/IIIT for OBC/SC/ST/PWD candidates.
Category rank is useless.
Category students get admission on the basis of CRL rank only.
The difference in relaxation can be understand by this example-
Let a general category student is getting CSE in NIT-Trichy at rank CRL rank 2000 then a SC candidate will also get CSE but at 50000 CRL rank.

No on such rank you have very less chances for any of the NITs/IIITs because the Closing ranks of last year were around 5k-6k for IIITs and 3-3.5k for NITs.
