Considering you are from the General category, as per the previous year cutoff trends, there is only one college you seem to have a chance in - RMK Engineering College, with a cutoff score of 34.000 for the OC candidates. However, cutoffs change every year, so there might be some other colleges as well which you might be eligible for. Keep a track of the cutoffs but also look for other institutes as well to keep your options open.

There are many topics in maths, chemistry and physics Which carry a huge weightage in Jee and by preparing those well, you can ace a score of 200+ easily in Jee mains,however if you are aiming for such a high score you should revise and learn each and every topic for Jee instead of going through short cuts
Some important topics are:
1. Calculus, coordinate geometry(very important) , probability, differential equations ,limits, definite integralsfor maths
2. Electrostatics, magentostatics, rigid body dynamics, optics, thermodynamics, error and measurement(for mains) for phyics
3. Solution and colligative properties, organic chemistry, p block, thermodynamics,electrochemistry for chemistry.

I will strongly recommend you not to opt EE at IIT dhanbad, since the faculty there is very bad and you have to depend on GATE or other exams for a better job.
There is only 2 to 3 faculty for this branch here.
You should choose electronics at IIT bhubhneshwar since it is one of the old iit and your mentioned branch is also very good.

If your ultimate aim is to do UPSC then you can join any of these college.As for name and brand both are equally good.But IIT Dhanbad is good for petroleum or Mining engineering and also CSE as the placement in cse are overwhelming.You can also for electronics in BHU as that will be better option than electrical IIT Dhanbad.

your admission in nlu will depend on the rank and also the category you belong to. if you are from reserved category then you can get nlu but if you belong to unreserved category then ipu will be good choice. for the ipu ranking, you will have to wait for the cut off announcement. however you can predict the same by visiting this page https://law.careers360.com/articles/ipucet-law-cutoff.

Well these kind of dilemma arises with every student every other year. Now, as we have seen over the years, the average package of both the departments donot varry by a big margin. So you must decide what you could do best in and choose the department accordingly because it's the skill level that matters ultimately.
