It depends on the branch you are opting.

For example, you want civil it will end up under 110 rank,but if you just want to end up taking admission in GCEt without any interest of branches allowed then be under 1000 rank if in general or above 1000 if you have any category and in my estimation 600 ranks was of a candidate having 45 marks in total.
I don't know about the cutoff but in the first round of counseling, most students had less than 400 Rank.
Civil branch has the lowest cutoff generally. 
Rank 103 was the last intake at round 1.

Yes you will get Mechanical engineering with this rank.

but cant be sure for electronics, though chances are there and it will depend on the situation during the counselling as it vaires year after year.

So, i would suggest you to appear for the counselling and wait and hope for the best.

But chances of getting Mech with th8is rank is quite high.

No, It seems that your marks are very less so It is difficult for you to get the seat in the first round of counselling. But I advise you that you must stick till the last round, you might be able to get the seat in any of the college. And one more thing is that the admission process consideres your 12 exam marks also which you have not mentioned here. So if you have a good +2 score, you have the chances of getting the admission in the course of you choice.

As per the previous years cutoff it’s very hard to get admission in Gcet.

For getting any branch in Gcet you have to score around 40 marks.

But every year cutoff changes as the level of the paper changes.

So there can be some chances for admission in the 2nd or 3rd round.

To get a better idea you can check the previous years cutoff.

There are many other colleges where you can get admission like Ssm or Miet college.

it will be difficult to get an admission at GCET as they have less seats and they consider rank below 1k.

so your rank is not satisfying the selection criteria.

Some colleges you can take admission:-

1. SSM college of engineering, Srinagar

2.MIET, Jammu

3.BCET,samba

Yes there are very good chances that you will be getting the seat based on the merit criteria.
The conveyor quota will be allocated to you.
Better to choose electronic based on the rank there are many chances that you will be getting the electronic department.

If you have good rank in catg JKPM then your percentile don't matter much for admissions.

Cut-offs are more for any branch than your rank in cat exams. Still you can apply and try for admission. There are chances if you are in caste category for admissions.

I would prefer you to apply for different colleges.
