BTech computer science opening date 1st semester 2018

Pls call the college up and they will inform. go to the website and fuse the given phone numbers anbd find out. If you have taken admission, then the college will send a letter to you but find out nevertheless.

On which basis I can apply for this college for b.tech?

As far as I know SVIST, KOLKATA takes Admission on the basis of your WBJEE rank and score.
Just check on official website once to get if there is any other mode or not.

Sir I have secured 17350 rank in wbjee which college will allotted sir

If you belong to general category then the chances are a bit rough as the cut offs of top colleges in Wbjee is usually under 10k, however, you might be able to get admission ( not in top colleges like javadpur or maulana azad) but getting the core branches is difficult as their cut offs are high. However you need to wait for the counseling process to start till then you can predict your college with the help of Wbjee college predictor.

You can take admission in private colleges.

If my wbjee rank is 53816 then I get the admission in this college

With this rank it is difficult to get admission in any government college but you would surely get admission in private colleges so focuss on them.

Yes you can get some colleges.But I have to tell you that those are not going to be any government colleges.You can get only private engineering colleges with this rank.
