Hello,
Cutoff for PwD candidates in JEE Mains is very low. In year 2019, it was 0.115 percentile. but if you go for any college then it depends on the merit list given by the college. this is because colleges also keep their own selection criteria. Chances of getting an admission is high but have to look for the cutoff range. the college has not given any details for PwD candidates.
In general,chances are high. you can apply in the coming term even with high rank as your rank will get lowered by some multiple such that you will be eligible for many college and get more number of options for admission.

You have the reservation quota but your rank is still so high. Chances are still low. you can apply for it just like giving a try. You have to search for other college where a 5 digit rank is accepted. You can try for colleges in your domicile to get a better option.

Bodies like NIRF, NAAC etc have their own standards of judgement while assessing colleges which might come as a shock to us. Their parameters are different as they also consider aspects like the administration etc. You are free to accept or not accept their judgement. However, they are genuine most of the times atleast the ones done by NIRF though this one seems difficult to digest.

Eligibility Criteria in University Institute of Engineering and Technology, [UIET] Panjab University, Chandigarh is to secure at least 60% marks (55% for SC/ST/PwD/BC) in Class XII with 60% and above in all three subjects (phys,chem,maths), and 60%in JEE MAINS.Admissions are done on the basis of rank in JEE (Main) through JAC Chandigarh counselling.

Internship scenario is average , internships are available in the college and you can get one , and internship opportunities and stipend varies with the Branch , Around 40% percent of the students got the internship from college last year and the average stipend of 15k was offered to students in one of the branch . In IT branch , last year The internship was offered to 60% of the students. The highest stipend offered was Rs. 10,000 per month, the average was Rs. 5,000 per month, and the lowest was Rs. 3,000 per month.

Ece is far better than most courses at CCET
In Ece you'll get better jobs in offices in core or you can find job same as a CSC.
They have a unique placement cell
CCET would be a better choice than UIET, Hoshiarpur, in all the branches

Mechanical at UIET chandigarh is more worth than ECE at CCET since CCET is a private college and in comparison UIET is much better also you get much better placements at UIET than CCET chandigarh.
You can always change your domains if you want to after 1 year at UIET by getting a good score.

Speaking about the University institute of Engineering and Technology, the placements are good for Computer Science and IT streams. The placements for Core streams are not good enough.
In PEC the placements for CS and Electronics department are excellent. For Civil stream L&T, Ramboll, Atkins, Maruti Suzuki and some structural consultancy visit the campus every year. PEC is a better college than UIET.

In response to your query I would like to say that your rank is quite high and as you already mentioned that the seats are just 24 so it might be difficult for you to get the seat but the chances are there so you should definitely try in the spot round.

This college come under Panjab University. PU has two campuses and UIET came under south campus. The infra of UIET is just okay okay. This is the decent college if you are not getting any nit or GFTI. You can choose this college instead of taking admission in any state engineering colleges. The infra of the college is average, there is projectors in classrooms, the faculty is top notch from iits and other big institutes. The spaes are clean and there is hygienic food. I you want to enjoy the campus life this will be best option.
It left much to be desired as machines were old. The machines were around twenty years older when I was studying, many weren't even working. It troubled us a lot as many of us weren't able to do our experiments.
Infra of our college is okaish. Everything one may need is present in the college or univerisity campus. Lecture halls are good only for the CS and IT department. All the facilities are present in the university campus in sector 14, but hostels aren't that great and availability of hostels is a major issue for boys. More than half of the students have to live outside of the campus in pgs and apartments.
