Hello Bilal, You will be considered a home state candidate if you possess the domicile of that state. If you don't have domicile of that state, then you will be considered as the other state candidate. There's no conversion of any kind during the admission. It's simple logic.

Fee structure will be around 1,75,000 per semester and you need to pay caution fee as 10k then hostel fee will be different for different rooms desired.
Parents having income less than 1 lac they will be given 100% fee scholarship if below 3 lac then 50% else

As per your rank in JEE Mains 2019 and taking in consideration that you belong to OBC-NCL category and Outside-Delhi region, you cannot get a seat in any of the branches in Delhi Technological University, Delhi. But you can try for other private institutions that accept JEE
