Well brother, I can understand your situation. I know you have worked hard for JEE mains but I believe with 12.8k category rank you won't be getting decent college which I can recommend you.

Though with OBC and home state quota, there might be an increased chance of your's getting a seat but with such a rank it is very hard to get.

As, opting a very a bit low mideocre NIT will bring nothing good for you.

 You can prefer state engineering colleges. Some state eng. colleges are way better than even mediocre ranked NIT.

The best possible NIT available 

1. NIT Raipur (though chances are really very poor)

Also, I would recommend you to do take part in JoSAA and go to through all the round even the spot round. May be, some good fortune can turn your destiny.

Hello Bilal, You will be considered a home state candidate if you possess the domicile of that state. If you don't have domicile of that state, then you will be considered as the other state candidate. There's no conversion of any kind during the admission. It's simple logic.

Fee structure will be around 1,75,000 per semester and you need to pay caution fee as 10k then hostel fee will be different for different rooms desired.

Parents having income less than 1 lac they will be given 100% fee scholarship if below 3 lac then 50% else 25 %.

As per your rank in JEE Mains 2019 and taking in consideration that you belong to OBC-NCL category and Outside-Delhi region, you cannot get a seat in any of the branches in Delhi Technological University, Delhi. But you can try for other private institutions that accept JEE Mains score or those who conduct their own separate tests. Good Luck.

At your rank, you won't get CS in DTU and NSUT. Though you can get the following branches in IIITD:

• Computer Science and Applied Mathematics
• Computer Science and Design
• Computer Science and Biosciences
• Computer Science and Social Sciences

As you will be knowing that IP take admission on the basis of Delhi(85%) & Outside Delhi (15%). And even future Dephi quota is categorized further into Gen,OBC,SC,St so on.

SCGND means DSC i.e. Delhi SC &

SCGNO means ODSC i.e. Outside Delhi SC

Similarly, for ST there is STGND & STGNO

For General GNGND, GNGNO & GNGNA(All India)

For Defence there's GNDCD/GNDCO

To get admission at IIITD on the basis of total marks obtained in Paper 1 of JEE Main and aggregate in Class 12th or any other equivalent exam.

A student must have 80% or more marks in the aggregate and 80% or more in Mathematics in class XII from any board. The aggregate of best five subjects will be taken.

Following categories will get relaxation:

Candidates must have studied Physics, Chemistry, Mathematics and English as the core subjects in the last two years of 10+2 or equivalent examination.

10% for SC/ST

5% for CW

5% for PH

5% for OBC

With 91 percentile and general category, your CRL rank would be around 85000. 
For the year 2018, the minimal cutoff rank to get a seat was 17659 in ECE.
SO, you won't be able to get a seat in any branch in IIIT Delhi.
