Based on the statistics available on IIITDM Kancheepuram Website, Mechanical Engineering seems to have a lower scope compared to Computer Science and Electronics and Communication. Average Salary Pack offered in 4.5 LPA.
If possible aim for Metallurgy only if you get one of the Top 10 NITs namely
Which have a satisfactory placements and campus quality.

No, Odisha already has a IIIT at Bhubaneshwar. However SUIIT at Burla is a good institute and provides in depth education in Information Technology.
According to proposals all states are entitled to one IIT, NIT and IIIT. Of course there are exceptions like UP where due to the excess number of aspirants there are 2 IITs at Kanpur and BHU as well as 2 IIITs at Allahabad and Gorakhpur.
I dont know from where you got to know this regarding SUIIT being transformed into an IIIT, if true there might be very bleak chances.

If this rank is your category rank then according to previous year college cut off it is very difficult to get seat in any NIT or IIIT. You can get seat only when you have state quota for any colleges.

For your doubt my answer is you choose IIIT nit Raipur because it is the best college which suits you among the list.
If you can afford for your career then choose IIIT lucknow because this is also best college but fee structure is high, for CSE fee is nearly 10,00,000. Better you choose nit Raipur.
Which college you can choose it is up to you but choose CSE course in that because it is much helpful in future.

With this rank I cannot see chances of getting a seat in NITs, IIITs, GFTIs. Cutoff is not same every year, it depends on so many factors, but for reference you can see last years cutoff.

I will suggest you to go for other state counselings, many states like Maharashtra, M.P Odisha, Punjab, Haryana, U.P, etc. conduct their state counselings every year and provides admission in many well reputed private as well as government colleges. A rank of 184862 in CRL is a low of a rank. Due to the competition increasing by the minute everyday, the need for scoring higher marks and scores keep increasing more and more. Hence, unfortunately you might not be able to get a seat in reputed universities such as IITs, NITs and IIITs.
However, since you have mentioned that your category rank is 9598, the chances of you getting into some some of these universities are a bit more to get into other universities. There are some other universities into which you have a better chance of getting into. Hence I would suggest you to apply for other universities.

I suggest you to go for IIIT Jabalpur as it is well known for cse branch specially in terms of placements, curriculum, faculty.
Choosing the NIT for ece is also a good choice but choose the branch as per your interest.

So , with your JEE Mains rank, and even with your EWS rank, I'm really sorry to inform you that it's almost impossible for you to get a seat in NITs or IIITs, because as you might be knowing, these colleges have really high cutoffs , being the top colleges in the country. You can try out for some of the reputed private colleges like LPU, SRM, Amity university, etc. , they are really good as well.
