According to the previous year cut off's of NIT delhi and patna you have chances of getting admission in both the NIT's as per your rank. All the best for your future.

If you are applying through state quota , then you must have the caste certificate of that state only .If in case , you do not have it , then you can not apply for state quota . If you are eligible for NIT DELHI without state quota , only then you can get admission there otherwise not.

Actually, you get admission in NIT on the basis of your jee-mains rank. For IIT's, Jee-Advanced rank is considered.

As you know that Jadavpur University, Kolkata is ranked among the top colleges in West Bengal. It has high cut off for not only General but other categories as well. The cut off ranks for SC category students for different branches is in the range 3,000-10,000.
