if I have a back in my 8th sem, can I still apply to abroad universities(assuming that I clear the paper in time)

If you clear the paper before starting the procedure of abroad then the chances are there to go,

But the thing is you have to be clear with the paper.Then only you have a chances to get to visite abroad. And contact to some institutions even they will help you out. More than my respond they will help you out.

College Infrastructure

We have very good labs and infrastructure facilities. We have a physical library as well a virtual library, with a wide range of books available. We have a huge ground, indoor games room, basketball court, and a very good canteen. The food is very good. Campus is neat and hygiene.

There are all the necessary facilities in our college campus . All facilities are good, but the food served is not good. The hostel is very good in our college, and the girls' hostel is very secure here. Medical facilities are also available, and some sports and games facilities are available.

College Infrastructure

My college is having all the necessary infrastructure, facilities and equipment such as sports arena, smart classrooms, Wi-Fi, swimming pool, gym, canteen, etc. The classrooms and libraries are very well-maintained and the hostels are great in design and comfortable. The living spaces are clean and food is healthy and hygienic.
