See if you are targeting for a Management course later in your life like an MBA, then more than your branch the brand of your college matters more. The best colleges out there should be your preference, so the order according to me is:
BITS Goa
BITS Hyderabad
NIT Surat
There are no major differences between the Goa, Pilani and the Hyderabad campus, as the degree that you'll be granted at the end of your curriculum will only contain the name "BITS Pilani" as the head of all these campuses is Pilani.
If you want to enjoy a scenic life

The infrastructure is state-of-the-art. The lecture halls are fully air-conditioned, designed with individual charging ports at every seat, and the massive multi-floor central library is an architectural marvel.
Classrooms, labs and the main academic building is well taken care of. Hostels are subpar and can use renovation, but livable. Sports facilities are also very good. WiFi in hostel lags a lot, could use an upgrade.
The infrastructure is really great in the college. All the buildings are really well maintained and clean. The lecture halls are very large and spacious with all the modern facilities. Hostels are also very clean.
