The CSE cutoff marks for Mahalingam college for BCB category was 

• 181 - 175 (2018-19)
• 187 - 185 (2017-18)
• 185 - 184 (2016-17)

based on rank of 26000 for BC-B female category, she may get plenty private colleges for CSE but not a govt.  college

1.General- 193.25-181

2.BCM- 183.00-150.75

3.BC- 181.00-175.75

4.MBC- 173.75-156

5.SC 137.50-80.75

So,this the marks requirement check your sister's marks,if the marks are near about the above mentioned marks according to the category then go for the Counselling.But chances are little less.

see 30156 is a moderate rank. and now a days information technology becomes the second demanding stream after computer science.

Actually the authorities at the counselling time would ask you for the income certificate that is uptodate and that should be trust worthy i.e if your dad or mom works in a public governament organisation it should have higher consulted official sign too...

So it's better to get a new and authorised one to aviod discrepancies.

As you have only specified your eamcet rank, but for predicting your rank we need both eamcet score and IPE marks in your group subjects. As you have not mentioned your IPE score, on an average your rank would be around 40000 to 50000.

I am assuming you to be a student of general category. And according to this, with a score of 220 in your NEET examination you are expected to rank around 300000 in the coming results.
