Sorry to inform you but if you're provided a college in first or second counselling session then you can't appear further for any counselling session but if you're not provided a college in first or second counselling session then you can definitely appear further for subsequent counseling session.

Yes you can attent the competitive exam after opting B.voc or any other but you have to follow some rule and regulation which might be you are available for it or not so once go through with it.

The cut off depends upon the category as well. You should have mentioned the category. The cut off marks for General category is 42. If you have marks above 42 out of 120, then you are eligible for Andhra University. There is no cut off marks for reserved category like SC/ST/OBC etc.

Every year over 4lakh students write this examination from different states though majority is always from maharshtra beacause of the reservation criteria of home state and even other countries too.
