I have done my 2nd year Btech CSE in xyz University Bangalore. Can I get seat for 3rd year CSE in visvesvaraya University

no this is not possible .. you can do lateral entry btech but this option is only available after 1 year you can switch in second year only but not in 3rd year .

Unfortunately you cannot convert Biotechnology engineering at Sir M Visvesaraya Institute of technology as cutoffs within 23000 ranks.
