To get into IIT Delhi computer science branch you have to give JEE examination, which is an exam based on plus two with the questions from the domains of PHYSICS, CHEMISTRY AND MATHEMATICS.
You have to study physics, chemistry and mathematics till plus two level. Moreover, you have to be in 12th class wiht the following subjects:-
PHYSICS CHEMISTRY MATHEMATICS ENGLISH AND COMPUTER SCIENCE/INFORMATION PRACTICE/PHYSICAL EDUCATION, etc for the fifth subject.

In my opinion it purely depends on your choice. If you have good knowledge of cmos design, analog electronics, IC design, digital electronics you can peruse both the courses. IIT DELHI and IIT KHARAGPUR both are among premier institutions for doing mtech. The placements is very good in both the branches. 15-20lpa is the avg package offered. As far of my knowledge what I knew from a senior that 8 of 20 students in iit kharagpur vlsi got placed in INTEL, some in Texas Instruments, some in Cypress, analog devices etc. Both the branches have ample opportunities in future for doing higher studies.

Minimum Cat percentile required by IIT Delhi and IIT Kharagpur for ST candidate is:
For IIT Delhi it remains around 60 percentile in every year. With this percentile you will receive a call for admission by IIT Delhi. But this doesn't ensure you the admission. To increase your chances get as much percentile as you can.
Where as is IIT Kharagpur you can expect a call with percentile 75 and above.
NOT only CAT percentile, these both IITs take a good look at your profile also.

Since the paper pattern is not same every year. Hence one can not guess the paper But according to past years analysis the paper is not gonna be that easy.
The question would be very trhcky and lengthy.
