Hello Aspirant,
If you are seeking the comparison from the view of placements then IIT Guwahati with M.Tech in Communication engineering will have slight higher edge because placement percentage and average package offered is little higher than that of M.Tech in RF and Microwave engineering. Average package offered in IIT Guwahati for the asked course is around 13 Lakhs for the asked course and average package offered in IIT Kharagpur is around 12 Lakhs for the asked course. So on the parameter of placement IIT Guwahati wins over IIT Kharagpur.
If we see from the point of campus and facilities then Being very old IIT, IIT Kharagpur has quite large campus of around 2100 acres and that of IIT Guwahati is around 705 acres.
Course fee is lesser for IIT Kharagpur than that of IIT Guwahati. You can check out detailed comparison from the link given below :-

Hello,
Since, your ward has got admission to the college through councelling process, and wants to sell hos course, you must firstly contact the coaching institute of vyas education. Because, they would have some students who could buy your course. Sometimes, these classes reserve some students for the seats that children like your ward leave due to admission in a good college. So, if they have some willing students who can get and buy this course, then for this you should contact them.
Apart from this , you can also contact your Ward's friends and tell them that your ward has purchased an online course from this particular coaching institute and wants to sell it. You may contact them through social media sites like facebook, Instagram, etc
Hope that helps. Good luck
