If you have an option for IIT KHARAGPUR then definitely go for it as it is considered as one of the top IITs of India. Metallurgy branch has also a decent record there. Go for it and if not possible then only opt for NIT Trichy.

Rf microwave and vlsi both are good subjects to opt
Both have their own pros.If you have good knowledge in analog electronics, digital then go for the VLSI and if you have good knowledge in electromagnetic theory, antenna communication

According to the data analysis of the number of jobs in year the telecommunication engineer has been placed in the most companies according to a college data . so i prefer to join in the Telecommunication engineering
Among the three iit kharagpur is the best.But with respect to subjects cse is a better option. So as all iit s are among the top rankings...you should go for computer science.Cse has a great prospects and it has high demands in India as well as abroad after IT.And studying
I can't tell my SC rank because I'm not a part of that community. I'm a general category and can tell you only regards to that rank.
My CRL in JEE advanced was 10.3k with a score of 178/372 ie 48.6%.

So the minimum percentage aggregate marks for 2019 is 17.5 for SC . The cut-offs for 2019 hasnt been released yet . It will be released shortly. The opening and closing ranks for JEE Advanced in various colleges are mentioned in this site. It will be quite useful
Don't go for IIT Dhanbad. Placement report is poor.

There are very less chance of getting VLSI in IIT KGP.
As per your score and previous year cutoff, the colleges you get are:-

As IIT Kharagpur is one of the oldest college and oldest IIT, it has a poor infrastructure. It is very old and very few parts are renovated. Although it has all the facilities, it lacks modernisation.I
