As you have not mentioned the caste,I will consider you as general . According to previous years cutoffs anything between 450-700 will get you to the IIT Kharagpur.So, prepare well for the Gate,if not given.It's a prestigious college where you have the opportunity to only excel .

Hey Aspirant, you have managed to get a considerable score in GATE 2019.

With a score of 656 out of thousand in general category for Computer Engineering branch it is hard to get into the above two IITs you have asked.

As if we observe the previous year cut offs of IIT Kanpur, then it can be clearly seen that candidates with a score of more than 721  were able to get admission.

Whereas you might have some chances for IIT BHU this year but last year too cut off was a bit more than what you have scored.
