The engineering department of Jadavpur University is one of the bests in India and the best in Kolkata. The alumni network is quite good and helpful. There is unity among the present students too. The alumnis keep visiting the campus and are very friendly. 

Hello aspirant ! Let me to inform you that if you are a resident of west Bengal then only you will be able to exercise your reservation if you have got any. However for a non West Bengal candidate you must have a rank under 1000 rank to get admission

I am sorry to tell you but a general rank of 12300 and an SC rank of 560, I don't think you will be able to get admission in Jadavpur University. You are in a very tight position and the chances of getting admission seem bleak. I hope

Yet, there has been no official declaration of the registration dates and registration fees. But as far from some source, the money that has to be deposited as registration fees is something around Rs.10.7k. Stay  tuned with the official notice for the same at the official respective site.

There are only 36 general seats in The Jadavpur University in the Political Science dept. So it's hard to say about your chances of getting admission there. But you can wait for the next round of counsellings and also attend all the counsellings.
