Based on your percentile, your rank would be around 40k to 42k in JEE Mains 2019.
By this rank, you can definitely get NSIT, Delhi by home state quota but you can only get the lower branches like Bio-tech and Manufacturing and Automation Engineering whose cutoff rank last year was 49962 and 40750 respectively.
You can also get DTU by home state quota in the branches of Biotech, Environmental, Production and Industrial, and Polymer Science Engineering.
But you will not be able to get any branch in IIIT Delhi because you need to get a rank below 20k even with home state quota.

You are an ece student in nsit and you want job in it sector so first of all I want to tell you that it is company dependent thing that means there are many companies who put restrictions that only cse students can sit in the placement while there are many companies which are open for all
But don't worry as most of the software companies allow ece students to sit in the placement process.

Congratulations if you are getting ECE at NSIT, that is also quite good.
The most important thing is interest ,if you are really inclined towards CSE then i would suggest you can look for other colleges , because the branch you choose is going to stay with you.
If you are not very specific about the branch ECE is an excellent branch and NSIT is also a very nice college.

Placements in Nsits and dtu are quite good as compared to the IIT‘s .. every year the companies approaching the Nsit are top companies!all the top companies like facebook amazon google etc companies are there frequently! So i will suggest you to go for nsits .. it would definitely help you!

If 12500 is the rank from crl then all the branches are available for you in the very round under st category. And for nsit in the first round cse is not available for you but by last round you might get it. If the rank you have mentioned is category rank then these two colleges aren't available for you.

As of now there is no any Guideline or Notification from Delhi Government for EWS reservation quota in JAC Delhi Admission so it is difficult to tell you about it.

NSUT is located in Dwarka and it is almost connected to the main city via metro (blue line) . my college is big with a lot of trees and big ground . we have an Amul store near the APJ abdul kalam lecture thereat complex . NSUT have big classrooms which can hold a lot of student strength and labs are equipped . in short campus is big and great
Labs are good for CS, but core branches labs doesn't live up to the expectation. Theory classes are well equipped with wifi, ac, smartboard,etc. For sports, there are enough grounds for different sports. There is also a gym, but equipments are not that well maintained.
Talking about infrastructure, especially the smart classes and the apj hall are well maintained with smart boards but the block classrooms are just average as it doesn't have smart boards in it. Including library, gym, sports room, canteen, laboratory everything is pretty good. Although the campus is too big , as it takes a lot of time to go from one place to another.Wifi accessibility is free for each and every student. Their is staff available at every place inside the college for cleaning purpose, so it's neat and clean even inside the restrooms and the canteen.
