Both are the branches of the same educational institution with in internationally acclaimed and recognized as one of the top institutions.
Cutoff basically depends on the number of persons appearing for a given exam and the number of students who have filled the corresponding institute or college form. More is the number of students who have filled the admission form the cut off will definitely increase. But if the number of students filling the form is less than the cutoff will decline .
So it all depends on the number of students filing the form. Cutoff vary from year to year and at some times you may see that it may go higher while at some times it may decline and lower rank may take admission in the college.
So basically predicting the cutoff before it comes is difficult as it may vary this year but you can always predict the cutoff depending on the last year admissions.

Hello Aspirant, You have a chance to get the college by this rank. But there will be difficulty to get the computer science branch. But don't loose hope you must have to go for counselling. But there are lot of chances to get Electrical Engineering and Civil engineering.

If the rank and the scores you're mentioning are for the UPSEE exam then you have good chances of getting into Galgotias Institute of Management and Technology. Their closing rank lies somewhere near 3600 for all the branches but since you have a quite decent rank you can expect a call from the college.

your pcm won't help you get an scholarship in UPSEE. It's different entrance not like KEAM OR AP EAMCET.
you can apply for TFW using your rank only and you have to check the merit list of TFW for that.
both are different and have different procedure.
You can apply for government sponsored scholarship using your intermediate marks.
and your rank will make you eligible for an admission in private college. the closing rank for government college is below 5k.
you can look and search for scholarships you can get at government level,during counselling and at the college you have taken admission.
