Hello Priyanka, JOSAA councelling is for admission to the various IITs, NITs, IIITs, IIESTs and other govt/semi govt colleges that accept JEE scores and is a partner college of JOSAA. However most state colleges operation under the state government have separate admission process and have their own common admission tests

Joint Seat Allocation Authority (JoSAA) has started the JEE Main 2019 counselling and seat allotment.The result of 1st round of seat allocation will be declared on June 27,2019.Also JoSAA  conducts counselling for taking admission in each states IITs , NITs and GFTIs.

Unfortunately, the counselling for JEE Mains has already begun. The first round of seat allotment has already been done.

At this rank, yes you can get admission in College of Technology Pantnagar. You might not get CSE, ECE and Civil Engineering, other than that you might get almost all the branch at College of Technology Pantnagar. Below is the link of it's cut off last year.

Your rank is very high to get a government college in Uttrakhand. You can get private colleges in your state. You can apply for counselling and give options for private college. Getting is government college in this percentile is impossible.
