Hi, See I would like to be clear about what upgrading will mean here. If you wish for a seat that you have filled in as a higher choice, then please pay the fees, check willingness online after payment (there is a tab if you login) and give floating option. This is what should be done.

However some students wish to change their choices which is not possible for now but can be done in the second round. The catch there is that all good seats may have gone in the first round.

Based on the comparison all colleges are at the same ratings of AAA. The fee structure slightly differs.

You can choose any one of the collges based on your prefernce

 want to tell you that you get admission in iert allahabad if you got uptu rank 7989(general) and also with separate exam held by iert .let me remind you that
it give diploma degree and also tell you that you not got any govt.college with uptu rank 7989(general).

the seat allotment process for IERT requires one to appear in UPSEE exam formerly called UPTU exam the form for which is released online. please refer:https://engineering.careers360.com/articles/upsee-application-form for more details
