No you cannot get admission without JEE-Main.

If you want me to compare these two colleges, I will go with Quantum University because it is rated "AAA" for engineering courses. Also, placement-wise, it is rated better than Dev Bhoomi Group Of Institute. Approximately 75% of the batch were placed in Dev Bhoomi Group Of Institute while almost 85% of the batch were placed in Quantum University.
