Tution fee per year is Rs 85,000 and Mess Fee is  Rs35,340 and so Total fee for one year is Rs120,340 And hence the total fee for 4 year is Rs 3,40,000.

Yes you are eligible to apply for KCT Punjab,As you are suppose to fill its application form and apply for its counselling.As it is affiliated to IK Gujar university,you need to apply in it.Just go to its site  and check for the last date.Just fill the form and wait for the counselling results.If you don't get it in 1st round wait for the second.
