At rv college of engineering, you will be provided with many facilties. You will be given a good hostel well furnished rooms, Strong wifi connection , etc.
So, there is no need to setup your own wifi broadband.
But if you still want then you can install it by the permission of the hostel superintendent.
So, do what you think is best. Because from my opinion there is no need for installing it.

The fees details for B.E First Year at R.V College of Engineering is as follows:

Through COMEDK Quota total fees for 1st year: Rs. 2,01,960 ( 55,000 (already paid for seat acceptance) + 1,46,960)

If the fees is taken constant for all 4 years it will sum upto Rs. 8,07,840

Hostel fee of RVCE for boys will range from INR 25,000 to 45,000 similarly for female candidates the hostel fee ranges from INR 20,000 to INR 78,000 for academic session of 2020-2024..

Yes, there are option regarding how many seater room you want, but it depends upon the availability and different prices.

If you want masters degree through pgcet in RVCE banglore then you need to have rank around 10,000 in order to get seat. Since you have not told in which course you want for that visit below link and from there you can download 2019 cut offs course wise as well as round wise:

The highest salary package offered was of 39 LPA, and the lowest salary package offered was of 2.5 LPA. The average salary package offered was 6 LPA. Its only depend on your interest of study because both college are good. But if you consider the placements scenario the you must opt for BITS Goa because its one of the BITS PILANI college and they are the one of the top private institute of India with average packaging 9 to 10 lakhs per annum whereas if you compare it with RV college banglore that has average package of aorund 4-6lakhs per annum. You should opt for BOTS Goa no doubt but as i said earlier its all depend on your field of interest.
