If you are asking about admission to B.E courses offered by RV College of Engineering, admission to 45 percent of the seats (out of the total seats) are filled by the Common Entrance test conducted by Karnataka Examination Authority (KEA), 30% of seats are filled through common entrance

There is no such official report authenticating studnets dont get stipends. 

RVCE gives equal employment opportunities to all studnets base don Merit and their performance in Interview rounds decide their future ahead.
