Is their any tuition fee wavier for SC/ST candidate in RV college of engineering Bangalore .

There is no mention of any tuition fee waiver in RV College of Engineering official site.

what is the hostel fee structure (including mess) in RVCE for freshers?

For COMED K students the annual tution fees is arround Rs.1,60,000/- & Hostel including mess is arround Rs.69,000/-

rvce cse vs nit surat electrical?

Both are the good options branch wise & College wise. it depends on your capabilities. If you are interested for CSE Then you can go for RVCE & if you want Electrical then you can go for NIT Surat. Both branches are good.

RV College has a large and modern campus with smart classrooms, advanced labs, and good Wi-Fi access. The library is huge with plenty of books and e-resources. The environment feels professional, giving students real exposure to quality learning facilities.

College Infrastructure

When I graduated, the ECE building was falling apart. The library was understocked as well. I see they've made improvements recently so its better now. The Wifi was unreliable and the gym was subpar. The labs were well stocked though. The food used to be good in my first year but declined along the way.
