Admission to DTU happens through JAC Delhi counselling. Based on your score/All India Ranks in JEE Main 2020, you have to apply for JAC Delhi 2020 counselling, which will be different from JoSAA counselling 2020.
If your rank is between 40000-50000 , you can gave a great chance of getting admission in DTU for computer science engineering.

your expected rank as per january exam is concerned is 141040. It is very difficult to predict the exact rank since it depend on various factors. the expected rank might change depending on the no of students appearing the april based exam.
The good news is due to your category and previous year cutoff analysis you might qualify JEE mains this percentile is not good enough to get a good NIT.

as per your percentile you may have score around 128-137 in jee main exam, and your over all general rank will be around 16776 - 18926, in dtu you may not get ece in first round of counselling, but there is decent chances in getting ece in next rounds as per previous years cutoff. as for thaper institute of technology you have fair chances.

The EWS certificate is issued based on the income limit set by the central government but state government can have there own eligibility criteria also. In second case the certificate issued will be valid only for state owned colleges and jobs.
So if Bihar government have their own eligibility criteria then you are not eligible to seek admission in DTU through EWS quota because DTU comes under state owned University.
