If your OBC NCL rank is 17500 than your CRL rank will be around 60,000 to 80,000.with this rank you can get admission in DTU in branches like CE, ME, MCE, MAME, PIE ,PCT, EP, Biotech , SE, IT etc.... The admission is done in 6 rounds and one spot
Dtu doesn't offers btech lateral entry in civil engineering. It has only 5 courses in its lateral entry i.e. Environmental engineering, production and industrial engineering, biotechnology, engineering physics and mechanical engineering in automotive engineering. You can apply in only these courses.

With the percentile you mentioned will be having general rank around 22192. Let me tell you about general category closing ranks
For outside delhi it closes around 17k for biotechnology
For Delhi students it close around 48k for production engineering

Look Noone can tell what will be the cutoffs for these colleges these year but we can measure the near by cutoffs by seeing the previous year CSE cut offs.

You did not mention your JEE Mains rank. Also, are you having home state quota from Delhi? Since your doubt is to choose between two colleges, you should have mentioned what branch you are getting at DTU. I assume that you are getting ECE at DTU and IIIT Delhi

College Infrastructure
DTU provides most of the basic facilities and equipment required for the courses provided. The classrooms are big and spacious. Some classrooms, theirs desks, ceiling and air conditioning is better than some of the other ones. But, the overall infrastructure and design of the campus is really good. The campus includes a big sports complex, having volleyball, basketball, tennis, table tennis, badminton courts and football, cricket, athletics ground. It also includes gym, library and much more. There are many laboratories, and they're in a decent condition, all instruments have been provided. The campus remains clean and some places have good food, while others don't have as such.

Delhi university offers a large network of colleges with libraries , labs , sports facilities and green campuses ,infrastructure varies from college to college however they provide all necessary opportunities
