As it is clearly mentioned that 85% of seats are reserved for Delhi residence candidates.And rest for others. If you are a candidate for Delhi region then your chances will be more to get admission.

Your marks are quite good but firstly calculate your rank by the help of jee mains rank predictor of career360 and then you can be told about the colleges you might get.and the cutoff is also to be known.

is admission in DTU is totally based on DTU entrance test or not. it is necessory to qualify in jee main for admission in DTU or not

DTU takes admission through JEE Main All India Rank. It conducts separate counselling for admission with NSIT, Delhi and IGDTUW.
DTU has reservation for delhi students. To get CSE branch in DTU your rank should be around 7K-8000 and marks should be around 180-200 to get this rank.

Since you have told that you are getting 130-140 marks then your rank may be approximately 34,000-37,000 AIR. This rank can't assure admission in DTU, Delhi. However, there are chances that you can get Biotechnology or other less popular engineering branch there.

College infrastructure as well maintained and airy the infrastructure is semi modern and contain all the basic facilities the college campus is green and and clean the overall hostel experience is also good it contain all the facilities and the boys hostel and girls hostel are separate.

College Infrastructure

The college has very good infrastructure, including labs, library and sports facilities like basketball, cricket and GYM. The campus has wifi facilities which is very good for students and the campus is well maintained.
