The cut off for Delhi Technological University 2019 (ews category) :
CS branch: For home state 0-11798 rank
For other state 0-3124 rank
IT branch: For home state 0-15383 rank
For other state 0- 3861 rank
So by observing the above data, it is difficult to get seat with this rank.
However this is last year's data, cut off usually varies every year depending upon no of seats available, no of students appearing, qualifying, last year's trends, difficulty level of exam and so on.

Last year's cut off rank(3rd round) for NSIT for General Category( outside Delhi ) for B.Tech IT, was 2932. And this year's cut off rank for 1st round of counselling is 1763, for the said category and branch.
Last year's cut off rank (3rd round) for DTU for General Category (outside Delhi) for B.Tech IT was 3309. And this year's cut off by rank for the first round of counselling is 1940, for same category and branch.

According to your cml rank in jee mains and taking into consideration that you are from sc category, it is next to impossible to get a seat in this college as your rank is too high for this college and last year minimum rank required to get into this college was 2.6 L

To answer your question, YES it is possible for branch upgradation in DTU. The upgradation is not done on the basis of your GPA rather your JEE rank. The possibility of internal upgradation of branches entirely depends upon the availability of seats in various branches of DTU only.

Both are better feel free to choose anyone of them.during placement almost all branch allowed by companies for placement so you get same competition in both. Both of them are IT software related branch so all companies allowed to take part in their placement. So this is no big issue you can feel free to choose anyone of them.

You haven't mentioned the competitive exam you are talking about but I am guessing that it is JEE Mains and you belong to general category. Considering all these, you have a pretty low rank and with this you will not get into any government engineering colleges or the top private institutions. Even if you have a domicile of Delhi, getting into DTU with this rank is a little difficult.

It's very difficult to tell anything for certain as the branch upgrading totally depends on the seat availability, if some student in your desired branch gives up their seat and according to the waiting list you stand a chance only then it is possible for you to get a seat in a upgraded branch. So it is highly uncertain to tell, even numbers of previous years are highly fluctuating so just hope for the best!

It would have been better if you had mentioned your Home state.
If you are from Delhi then you have chances of getting many branches there.
But if you are outside Delhi then you have tough chances.
Secondly it would be better if you had mentioned your AIR as cut off for DTU is calculated on the basis of AIR.
