Eligibility criteria for qualifying jee advanced:
Minimum 75% should have been secured in 12th standard (or equivalent) examination. For the SC/ST/PwD category, the aggregate marks is minimum 65% OR. The candidates should be within the top 20 category percentile of the qualifying examination.
Other than this, each every document should be clear and original. Even if you secure a good score in JEE advanced but there is some issue with the documents, it might lead to disqualification of your name.

As you're not alloted a rank in JEE Advanced Rank List. The vacant seats are reserved for SC, ST and PwD candidates, which don't get filled in the counselling will be allotted to the candidates of respective categories for admission to a preparatory course. So with your prep. rank, it's difficult to get a seat in IIT DELHI which may varies depends on the number of vacant seats available and the number of prep. rank before your rank applied for IIT Delhi. Further if there's seat available then sure you will get a seat. Hope this will help you.

First of all, determine your area of interest as textile, biotech and mechanical are different fields not related to each other. And all three of them have wide scope in future as well. Going with textile you can get job in quality control, sales technical, R&D, production control, process engineering, corporate management, planning and maintenance of textile machineries etc. While, biotechnology has expanded to diverse sciences like immunology, virology and other subjects like health, agriculture, cell biology, plant physiology, seed technology, etc. The job of a biotechnologist is to modify or manipulate living organisms in laboratories to develop new products. Moreover, mechanical engineers have many opportunities in aerospace, automobile, chemical manufacturing plants, oil exploration, railway coach factory, research, and development etc.
So, please choose accordingly as per your interest. Coming to institutes, IITs(Indian Institute of Technology) have quite great scope. Whether it is Delhi or BHU, you will come across great placements too. Also, choosing dual degree program will save your one year.

I hope you are doing fine, Go for BTech. I think the dual-degree programs are fantastic, but why go for an early commitment. And if the MTech part of the dual degree is in a specialized area, that should be avoided.
Coming on to the college I would Suggest you to go with IIT Delhi since it is in Metro City and Many Companies go there for placement that do not go to IIT Kharagpur.
better professors, the caliber of your would-be batchmates, placement opportunities (A lot of multinational corporations like Samsung Korea and Rubrik U.S., don’t visit IIT Kharagpur, but regularly visit IIT Delhi to hire students for internships and placements), as well as the opportunities for pursuing further studies from top-tier international universities.

According to the prep. category rank mentioned by you in the question you have very low or almost no chances of getting into any of the IITs not only in IIT Delhi but in any of the IITs because the closing SC prep. rank for IITs were around 200-250 and you are very far from the figure so you can hardly get any of the IITs.
But don't get disappointed because if you have good rank in JEE-Main then you can get good NITs also and you can predict the colleges which you can get from JEE-Main by using JEE-Main College Predictor :-
