Hope you are doing great. Based on 2019 rank list, minimum percentage of marks in each subject is 5 and minimum percentage of aggregate marks is 17.5 for any B.Tech course but it varies every year.

As tge cutoffs are determined on the basis of ranks. So, considering previous years trend and cutoffs to get admission in IIT Delhi you have to get your category rank that is OBC- NCL rank under 500 for good branches. For lower branches your category rank must lie below 1500 rank.

you haven't mention the category . Category is important because different category has different cutoffs.
I'm telling you the JEE advance according to previous year cutoffs for mechanical branch:
General - 1222
OBC - 606
EWS - 113
SC - 310
ST - 108

First let's talk about the difference in campuses in IIT Delhi and Roorkee respectively.
Both IITs provide excellent faculty, infrastructure and transportation facilities thus weighing one over the other would be unfair. But if I go with rankings then IIT Delhi would be the better option since it provides a lot more support for budding researchers and has better placement records than Roorkee campus.
So for a B.Tech or M.Tech degree, go for IIT Delhi.

These are min. marks range from which you can just get into IITs but in lower branches. As the marks range varies from branch to branch you have to first choose, in which branch you want to get in admission.
