Hello student cut off vary every year on various factors like the level of question in the entrance examination and total number of applicants in that examination. To get admission in IIT Delhi you need to qualify Jee main examination and Jee advance examination.
Last year the cut off for Biotechnology engineering was 4403 for General category.

It costs you around 25 thousand . That is not so much high as well. For admission you have to face a tough competition in IIT JAM. Due to tough competition the cut off goes very high as well so prepare hard for that. The fees is very less in compare to other institutes.

If you want to stay away from the headache of admission process entrance test again and again than no doubt you should go for NISER.
But if you can prepare for a competition and work hard you should definitely go for msc from iit because the environment of an iit is far better then niser and many international companies will be there to help you.
