You didn't mention which category you belong to and about your past college. So the factors considering for admission are more like category,btech college and iit or not. IIT Delhi offers merit cum means scholarships to students. For the first year the criteria is your All India Rank in JEE. The scholarships are renewed every year until you complete the course and you continue to fulfil the eligibility criteria. For being eligible for subsequent years of scholarship, your semester performance will be reviewed. And then IIT also offers free studentship to  10%  of the Candidates based on their means alone. So there are scholarships for students who want to study at IIT Delhi based on their merit and also based on their financial situation.

Here is the fee structure for IIT delhi:-

1. One time Payment:- 2500
2. for every semester :- 15525
3. refundable caution deposit:- 4000
4. total fees during admission :- 22025

This is the basic but it differs as there are many reservation category and TFW is also been provided so the fee structure will be different for candidates.

I don't think that doing masters at this age would be of any benefit. Even after doing your masters you are going to give your 2 years and after that your age will be an actor and you cannot start your career at the age better you can use your experience and get promotion by your work because degree wont help you at this age.

The other factors is that you need to give time to prepare for the exam at this is it is not very ideal age to prepare for competitive exam in also there is not any guarantee of success in the exam.
